Introduction

FBI Agents Fox Mulder and Dana Scully, have investigated paranormal incidents as part of their work on the X-Files. Many of their investigations have brought them into the domain of a shadowy government conspiracy intent on covering up the existence and influence of aliens. This labyrinthine intrigue, seemingly involving many levels of the government and a number of different stakeholders, both human and alien, has grown increasingly convoluted over the course of the series, with each new revelation either raising new questions, or directly contradicting previously-supplied information. Does the conspiracy arc of "The X-Files" maintain its consistency, despite the often contradictory revelations? Can the disparate elements of the conspiracy arc be placed in an analytical framework, allowing an insight intothe narrative's internal logic?

The Majestic Consortium

The central authority directing all aspects of the shadow government's clandestine efforts has been called "The Majestic Consortium", which was referred to by the Well-Manicured Man as "a consortium representing certain global interests". According to UFO conspiracy lore, the Majestic Project was founded in 1947 by President Truman after UFO wreckage and alien corpses were recovered near Roswell, Arizona (this also served as the basis for the now-defunct NBC series "Dark Skies"). The Majestic Consortium seems to be an offshoot of this initial effort, as revealed in "ANASAZI", in which a data tape was created by the Thinker when he hacked into a Department of Defense (DoD) database and downloaded the "MJ documents". This episode also introduced the "Council of Elders", a group of men that met in a room on 46th Street in New York, with numerous international connections (if you recall, government officials of various nationalities were concerned over the theft of the MJ documents).

1.1 Majestic Consortium Hierarchy

 

First Circle

A number of men round out the ranks of the Majestic Consortium, including Well-Manicured Man (WMM) and Cigarette-Smoking Man (CSM). They report directly to TFE. These two equally ranked members have often been seen at each other's throats over the course of the series, and it may be that they see each other as obstacles in attaining greater influence within the Consortium

The First Elder or the Gravelly-Voiced Man

The Majestic Consortium is led by The First Elder (TFE), though he has often been referred to as The Fat Man or the Gravelly-Voiced Man. He seems to be a high-placed government official, and has been seen directing both covert intelligence and military operations.

The Well Manicured Man

The Well Manicured Man's actions, taken together, raise doubts as to whether he is really a potential ally for Mulder and Scully in their search for the truth. He claims to be acting out of loyalty to the Majestic project and his actions seem to back that statement up. He is loyal to Majestic, even if he is hostile to the Cigarette Smoking Man. His relationship to Mr. X and Senator Matheson remains unexplored, but an excellent subject for speculation.

The Cigarette-Smoking Man

Who is The Cigarette Smoking Man's (CSM)?

Since season one, The Cigarette Smoking Man has grown from a rather bland "Man in Black" conspirator to a complex and frighteningly sympathetic practitioner of Realpolitik.

CSM surrounds himself with talented (albeit often untrustworthy) assistants. First there was Alex Krycek, a KGB infiltrator whose betrayal was discovered, but escaped execution by carbomb. Then there was Mr. X, whose treachery cost him his life at the hands of one of CSM newest right hand: The GREY HAIRED MAN. There's also Marita Covarubias, the assistant to the Special Representative to the Secretary General (SRSG). She's plugged in with CSM and seems to do his bidding. But that raises a question. If Marita is a CSM lackey, then why would Mr. X send Mulder to her (or rather her boss)? Was she put next to the SRSG in order to keep Mulder away from him? CSM's last order to Marita was "Tell him what he wants to hear".

You should be the one to die.

Why? Look at me. No wife. No family. Some power. I'm in the game because I believe what I'm doing is right.

Right? Who are you to decide what's right?

Who are you? Who indeed, Agent Mulder? Who indeed?

Throughout the series, one man has consistently been involved with destroying evidence and covering up the truth - Cigarette-Smoking Man, which most likely makes him the man in charge of this branch of the Majestic Consortium. Time and time again, the First Elder, or his representatives, have called upon CSM to take care of various security issues, from squirreling away the implant recovered from alleged abductees in the Pilot, to having an assassin executed and Gibson Praise captured in "The End". In the first season, CSM was an enigmatic figure without any dialogue, lurking in the background, quietly observing the activities within the FBI. However, as the series developed, so did CSM, who became more than just a stock villain.

According to actor William B. Davis, who plays CSM, the real hero of "The X-Files" is CSM, a man who passionately believes what he is doing is right, and must contend with a young hot-head (Mulder) that goes about trying to disrupt the natural order of things. Despite the despicable acts he must carry out, CSM genuinely believes he is achieving the greater good by keeping the activities of the Majestic Consortium out of the public eye, thereby avoiding the societal chaos that would arise from their admission. For example, in "THE MUSINGS OF A CIGARRETTE SMOKING MAN", he reveres the efforts of Dr. Martin Luther King, however, he sacrifices this respect when he allegedly shoots the civil rights leader, because he believed that it was the greater good of his country:

I respect King, he's an extraordinary man, but he's talking like a Maoist.

By the third season, a few more wrinkles had been added to CSM, where he was shown reporting to a higher authority, the Majestic Consortium. It is in the episodes of "THE BLESSING WAY" and "PAPER CLIP" that we see CSM being motivated by more than his idealism - he is trying to also protect himself from his superiors, especially over the MJ-12 fiasco. As the relationship between the Majestic Consortium and CSM developed further, a parallel was developed between CSM and Mulder - both are impulsive men who are willing to bend the rules to achieve their objectives. Whereas Mulder will do anything to find the truth about the existence of aliens, CSM will do anything to maintain the status quo, and hence deny the existence of aliens. Both men have also been called up for their unauthorized actions - Mulder having his career threatened on numerous occasions, and CSM having his actions questioned by the Majestic Consortium ("APOCRYPHA")and being the victim of an attempted assassination attempt ("REDUX II").

Life is like a box of chocolates. A cheap, thoughtless, perfunctory gift that nobody ever asks for. Unreturnable because all you get back is another box of chocolates. So you're stuck with this undefinable whipped mint crap that you mindlessly wolf down when there's nothing else to eat. Sure, once in a while there's a peanut butter cup or an english toffee but they're gone too fast and taste is fleeting. You end up with nothing but broken bits of hardened jelly and teeth shattering nuts. If you're desperate enough to eat those, all you got left is an empty box filled with useless, brown, paper wrappers

Deep Throat

Deep Throat was a highly placed member of Majestic, perhaps even on the project's steering committee or board of directors. It seems that he had access to a wide variety of informations on Department of Defense projects both inside and outside MAJESTIC. Furthermore, he was able to alter Purity Control's records to allow Dana Scully access to their cryo-containment facility at the Ft. Marlene High Containment Facility. That kind of access indicates he was very highly placed. Perhaps even at the very top of MJ-12.

His Majestic related info has included tips on the UFO-technology aircraft in "DEEP THROAT", the UFO recovery operations in "FALLEN ANGEL" and "E.B.E", and the Alien-DNA experiments of "Purity Control" in "THE ERLENMEYER FLASK". His non-Majestic info has included the DoD's quest for Artificial Intelligence in "THE GHOST IN THE MACHINE", the Litchfield cloning-eugenics experiments in "EVE", and the attempt by the U.S. Government to barter for Dr. Ridley's "fountain of youth in "YOUNG AT HEART". These projects are non-Majestic because they don't involve alien technology or DNA.

What is more telling about Deep Throat is the "Where" and "When" of Deep Throat's tips. Deep Throat approached Mulder on several occassions with unsolicited information. That indicates that it was important to Deep Throat that Mulder receive and act on that information. Deep Throat tipped Mulder and guided him toward the Litchfield eugenics experiments and the Alien-Human hybridization project of "Purity Control". Deep Throat tried to guide Mulder away from the UFO-Technology aircraft project in "DEEP THROAT" and the UFO recovery operation in "E.B.E". He tipped Mulder to the UFO recovery operation in "FALLEN ANGEL", but he could have been setting Mulder up to fail. However, the general pattern is that Deep Throat steered Mulder towards the "Biological Science" (like Litchfield and Purity Control) projects and away from the "UFO Technology" projects.

This patter indicates that Deep Throat was very interested in shutting down or exposing the projects involving human experimentation, but wanted to protect the projects that involved recovering and reverse-engineering UFO technology. Deep Throat may even have approved of the Government's shoot-to-kill policy on aliens. Certainly he didn't try and help save the life of the alien that was being transported across country in "E.B.E", in fact he did everything in his power to keep Mulder from saving the alien.

Mr. X

Mr. X workes for the Majestic Consortium, specifically as one of the Cigarrette Smoking Man's henchmen, perhaps even his right hand. All speculation on this point was removed at the end of the episode "WETWIREDASCENSION" and "ONE BREATH", the attempt to intercept the Alien Assassin's UFO in "END GAME", or be on the scene to save Mulder's life in "ONE BREATH" and "731". In "ONE BREATH", when asked about Scully's abduction, Mr. X tells Mulder "I can't tell you why she was taken. It's too close to me." This indicates to me that Mr. X won't give Mulder the information because if anyone from Majestic found out what information had been leaked to Mulder, the list of possible sources for the leak would be topped by Mr. X. It also indicates that Mr. X may have had a hand in Scully's abduction. How else would he know the men who abducted Scully?

Other strong hints that Mr. X worked for Majestic include his presence in the parking garage in "ONE BREATH". How else could he have been there and why did he try to discourage Mulder from chasing the thief who had stolen a sample of Scully's blood (the thief is listed in the script as Overcoat Man) unless Mr. X was the Overcoat Man's backup for the blood sample heist?

But why would Mr. X kill the Overcoat Man if he was working with him? Perhaps Mr. X and the Overcoat Man were assigned by the Cigarette Smoking Man to get a sample of Scully's blood to determine why the experiments that were performed on her were not fatal. The Overcoat Man grabbed the blood while Mr. X ran interference. Mr. X tried to buy the Overcoat Man enough time to get away by doing his "This high capacity compact Sig-Sauer .40 caliber weapon is pointed at your head to stress my insistence that your search for who put your partner under that respirator desist immediately!" routine. When that failed to discourage Mulder, Mr. X had a choice. Mr. X could let Mulder capture the Overcoat Man and get the blood back (not a good idea), he could let the Overcoat Man kill Mulder (a valuable tool that Mr. X was not through using yet) or he could choose option C: Kill the overcoat man and return Scully's blood to CSM for analysis. That way he stays in the good graces of both Mulder and CSM. When Mr. X returns with the blood sample, he simply reports that Mulder killed the Overcoat Man. Certainly that's what CSM thought had happened when he later confronted Skinner. Altogether, option "C" is the best deal for Mr. X.

The events in "NISEI" and "731" also pointed to Mr. X as an agent of the Majestic Consortium. First, he knew about the train from which the Red Haired Man and the other agents of Majestic were trying to retrieve the human-alien hybrid. Second, Mr. X was right there to shoot the Red Haired Man and rescue Mulder when the railcar door is opened. It would seem that Mr. X was sent by CSM to retrieve the Alien-human hybrid. Knowing Mulder was on the train, Mr. X knew he'd have to kill whoever was with Mulder to preserve his anonymity, maybe even kill Mulder if Mulder tried to stop him from removing the Hybrid. CSM didn't have the door-code, otherwise the Red Haired Man wouldn't have needed to get it from Dr. Zama/Ishimauru. So Mr. X just waited to see if anyone came out before the rail car blew up. When the door code was broken, Mr. X shot the Red Haired Man, checked Mulder, the bomb's timer and the lock on the Alien-human hybrid's cell. He knew he couldn't get the Alien-human hybrid out in 59 seconds, so he figured, as long as he was there, he might as well (once again) preserve Mulder, his "tool", for another day.

Mr. X had no compunction about using Mulder. In "ONE BREATH" he tells Mulder "You're my tool, d'you understand? I come to you when I need you." Later Mr. X uses Mulder to apprehend Dr. Chester Banton, the quantumphysicist with the "dark matter" shadow, and confines Dr. Barton to a lab where he will live out the rest of his life as a human lab-rat.

Mr. X was probably not above disposing of Mulder if he thought it was in his best interests to do so. The theory is that (in the episode "ANASAZI")when Scully is shot at through the window in Mulder's apartment, the shooter thought she was Mulder, and the shooter may have been Mr. X. Why? Mulder was messing around the MJ Documents and then tried to get in touch Mr. X, thus putting Mr. X in grave danger. Mr. X may have tried to kill Mulder so Mulder couldn't lead the goons from GARNET back to him. It just doesn't seem likely that CSM and company would try for such a clumsy assassination attempt on Mulder when they were already dumping behavior altering drugs in his water to destroy his credibility and career and setting him up for the murder of his father.

The information Mr. X provided wasn't exactly been the crown jewels of secret intelligence. Frankly, it was mostly chicken feed.

Taken together, Mr. X delivered less useful information to Mulder than Deep Throat. He never intervened to save Mulder and Scully from official sanctions, but has twice saved Mulder's life. This could indicate that Mr. X is lower in the Majestic chain of command than Deep Throat, but it could also mean that Mr. has an agenda different than Deep Throat's. Despite what Mr. X said about having "loyalty to my predecessor" (i.e. Deep Throat), Mr. X had loyalty to no one but himself and his purpose, whatever that is. Part of that purpose seems to be using Mulder to undermine the Majestic Consortium and other secret government projects. But apparently Mr. X was not interested in undermining them enough to allow the truth to come out. Mr. X also seems to want to get his hands on information and resources that will increase his power and influence in Majestic (the kidnapping of Dr. Chester Banton, aquiring the alien "ice-pick" weapon that Bill Mulder had secreted away).

So perhaps, what Mr. X really wanted was The Cigarette Smoking Man's job. Perhaps what we saw was not a civil war between two different groups in the government, but instead a "palace coup" within Majestic Consortium. The theory is that Mr. X was using Mulder to unseat CSM and purge him from Majestic.

But that doesn't explain Mr. X sending Mulder to Marita Covarrubias. If his interest was solely personal advancement, why was it so important to Mr. X to connect Mulder with someone who would assist him in his quest? Was Mr. X part of a counter-conspiracy? A double agent working within the Majestic Consortium to bring them down? It seems possible, but then again, anything is possible.

Marita Corvarrubias

Marita Corvarrubias is the Assistant to one of the Special Representatives to the Secretary General of the United Nations. Apparently there are more than one Special Representative. This U.N. connection may be related to the Majestic Consortium. U.N. resolution 1013 provides the basis for majestic's "shoot-to-kill" policy on aliens. In "ANASAZI" the news that the MJ documents were stolen hits the Italian delegation at the U.N. first. So there's a possibility that her access may be considerable. However, her access to information seems more limited than Deep Throat or Mr. X.

As a plot device, Marita Covarubbias is a step forward and a step back. There had been plans to make Mr. X's character a female, but they were scrapped at the last minute by the creative team. On the other hand, she is the first "contact" Mulder has had that Mulder has sought out, not the other way around.

Bill Mulder

The role Bill Mulder played in Majestic and Purity Control is less certain. What is certain is that Bill Mulder's career in the State Department was a cover for his membership in Majestic, and that he was a close associate (not to say friend) of the Cigarette Smoking Man, the Well Manicured Man, Dr. Victor Klemper and Deep Throat. He also had something to do with the "merchandise" in "ANASAZI". The "merchandise" experiments also seem to be the precursors to the Purity Control experiments.

According to the Well Manicured Man, Bill Mulder was duped into helping collect the DNA data by being told the records were to be used for identifying the dead in the event of a Nuclear war. That's not in line with what we learned in "ANASAZI". Whatever Bill Mulder had to do with the "merchandise" it appears that he felt extremely guilty about his involvement. If he was duped into participating in the project, why would he feel so guilty and responsible? Perhaps he was duped at first, and upon learning the truth was in a position to shut the "merchandise" operation down, but was convinced to continue for some "greater good". Perhaps he regretted that decision to the day he died.

Senator Richard Matheson

Sen. Matheson is one of Mulder's "connections in Congress" he mentioned to Scully back during the first X-Files episode. Perhaps the Senator is Mulder's only Congressional connection. Matheson seems to have been fighting the same struggle Mulder has, but for even longer. However, the Senator is an elected public official and is vulnerable.

To his credit, Senator Matheson's information to Mulder has always been straight and accurate. To his dis-credit, Senator Matheson has a tendency to make himself "unavailable" when the situations get really sticky.

What's confusing is that the Senator has access to Majestic Project information AND seems to have influence over the conduct of their operations. He knows that a signal was beamed to the Arecibo Radio Telescope and tells Mulder "I'll try to hold off the Blue Beret recovery team as long as possible." Almost every clue in the X-Files indicates that MJ-12 operates with no Congressional oversight, and little or no accountability to the President. What is a U.S. Senator doing pulling strings inside Majestic? The only explanation (outside inconsistent writing) is that Senator Matheson has other "Mulders" scattered throughout the government who feed him information and do him favors. Perhaps the Senator has a contact within Majestic, someone who can get him information and run interference for him.

Assistant Director Walter Skinner

SKINNER AND THE MAJESTIC CONSORTIUM: There does not seem to be any evidence to suggest that is an active or former member of the Majestic consortium. He is career FBI front, back and center. But he has picked up on more than his fair share of off-the-books informa. While he may be aware of some aspects of the Majestic Consortium, He picked up his information through "unofficial channels." Skinner knows there are rogue elements of the intelligence community working on immoral and illegal projects, and he does what he can to combat them when he can.

SKINNER AND THE X-FILES: Skinner supports Mulder and Scully's work with the X-Files because he believes in the paranormal. He experienced it first hand in Vietnam when he had his out-of-body experience, witnessing Robert Model's mind control powers first hand in "PUSHER", the mind-clouding abilities of Nathaniel Teager, the assassin in "UNREQUITED", and in "AVATAR" where he is warned of CSM's plot against him by what appears to be an Angel (although Mulder beleives it to be a kind of demon known as a Succubus). He also saw how dangerous the paranormal can be with the Tooms case and the Newark Flukeman. Skinner supports the X-Files because he knows that the FBI has to have a way to deal with paranormal cases or the FBI won't be able to protect the public. Skinner values procedure and following the rules, but the paranormal doesn't. As long as Skinner has the X-Files, he has a "procedure" for dealing with the "unorthodox."

However, Skinner knows there are limits to what he can get away with, as well as what he can help Mulder and Scully get away with. He's more cautious than Mulder (he wouldn't have gotten to be an FBI assistant director if he wasn't circumspect) and is willing to give up fighting a battle today if he can keep fighting the war tomorrow. Some fans consider Skinner two-faced and vacillating. It is probably better to think of him as a man who knows his limitations. It just doesn't pay to push Majestic too far.

SKINNER AND MULDER AND SCULLY: Mulder and Scully mean more to Skinner than mearly tools with which he can counter the threats of the paranormal. He has shown real concern for Mulder on several occasions (his refusal to accept Mulder's resignation in "ONE BREATH" and his questions to Scully about Mulder's state of mind in "GROTESQUE"), and Scully as well (his coming to Scully's aid with the MJ Document data tape in "THE BLESSING WAY" and his refusal to halt the investigation of Melissa Scully's murder. It would be a mistake to underestimate the compassion and respect Skinner has for his two subordinates. In "MEMENTO MORI", Skinner even goes so far as to compromise himself with the CSM in exchange for a promise to help Scully with her cancer. As much as Skinner despises CSM this was an enormous sacrifice. One he did not make lightly. It is unlikely that Skinner would have sold out to CSM to help himself, but he did so to save Scully's life and prevent Mulder from selling out to CSM himself.

SKINNER AND THE CIGARETTE SMOKING MAN: Skinner began following CSM's direction because Skinner originally believed Mulder's investigations were frivolous wastes of manpower and resources. Skinner respects authority and the CSM represents a great deal of authority, anonymous though it may be. So if CSM told Skinner that Mulder's investigations were endangering "National Security" by exposing top secret projects, Skinner would have taken him at his word. What is most important here however is that Skinner talked Mulder out of selling out to CSM and instead sold out himself. It seems that Skinner wants to preserve Mulder's "purity of purpose" and sees himself as already tainted from his years of walking the line. It seems as if Skinner values Mulder more than he values himself.

SKINNER & MR. X: This relationship is subtle, but less complex than many people have made it out to be. There is nothing to connect the two men as being previously acquainted.

SKINNER AND SENATOR MATHESON: There's just no evidence to connect Skinner and Senator Matheson. Both men assist Mulder in his investigations, but for completely independent reasons.

Majestic Consortium Activities

The Majestic Consortium administers several initiatives for the recovery and study of alien technology. A number of secret projects have been seen throughout the X-Files, and they can be classified under one of the following headings:

1. UFO Recovery Operations

This branch of the Majestic Consortium is under the authority of the United States Air Force (USAF). In a number of episodes involving the recovery of crashed alien spacecraft, the Blue Beret recovery teams (probably named after the Blue Teams of UFO lore) have been seen sporting USAF logos on their uniforms. Their job is to secure the crash site, provide a cover-story (such as the chemical spill cover used in "FALLEN ANGEL"), recover all alien technology and "E.B.E".'s (extraterrestrial biological entities) and direct the "artifacts" to the respective divisions of the Majestic Consortium for further study. To date, they have been seen chasing after an invisible alien in "FALLEN ANGEL", transporting a captured E.B.E. in "E.B.E".", wiping clean all evidence of alien contact at the Arecibo Radio Telescope in "LITTLE GREEN MEN", and recovering a shot-down UFO from New York's Lake Scandaga in "MAX". This division is also probably responsible for carrying out U.N. Resolution 1013, which calls for any member country to exterminate any E.B.E.'s that they have captured.

They're here, aren't they?

Mr. Mulder, they have been here for a very, very long time.

This division may have been under the direct supervision of the late Deep Throat, Mulder's informant from the first season. Deep Throat has admitted to executing E.B.E.'s in the past (when he was with the CIA in Vietnam), and has been seen executing one as late as 1991 after losing a coin toss to CSM (if you can believe what you see in the seemingly-apocryphal episode "Musings of a Cigarette-Smoking Man"). Furthermore, if one examines the pattern of Deep Throat's hints to Mulder, he seems to have been diverting Mulder away from any covert operations related to the recovery of alien technology. In "DEEP THROAT", Deep Throat warned Mulder to stay away from Ellens Air Force base, where alien technology was supposedly being tested by the Air Force. He also deliberately misled Mulder in "E.B.E", citing that there "still exist some secrets that should remain secret". However, Deep Throat did not seem to have any qualms about providing information about the other ongoing studies within the Majestic Consortium, such as the Litchfield experiments in "EVE", the DoD's Artificial Intelligence research in "THE GHOST IN THE MACHINE", and the alien-human hybridization experiments in "THE ERLENMEYER FLASK". Therefore, it seems, for whatever reason, Deep Throat used Mulder as part of a scheme to expose the human experimentation that the Majestic Consortium was involved in, while at the same time, protecting his own interests the operation that he oversaw, UFO Recovery Operations (and possibly UFO Technology).

2. UFO Technology

The UFO Technology branch of the Majestic Consortium operates out of Ellens Air Force Base ("DEEP THROAT"), though there may be other test sites, such as the infamous Area 51. Like the UFO Recovery Operations, this branch seems to be administered by the USAF, possibly under the guidance of the late Deep Throat. Its mandate is to take recovered UFO technology and use it for creating the next generation of military aircraft.

The enemy sees an American recon plane, they start shooting. They see a flying saucer from another galaxy? They hesitate.

In addition to the strange aircraft that Mulder saw in "Deep Throat", the efforts of this division may have been seen in "JOSE CHUNG’S FROM OUTER SPACE", where it seemed (depending on how you interpret the events of this episode) that USAF pilots, dressed in alien outfits, were flying UFOs for the purpose of gathering military intelligence. Furthermore, the abducted teenage girl, when placed under regressive hypnosis, remembered seeing men in USAF uniforms questioning her.

3. Garnet

According to UFO lore, Garnet is the codename for the security division of Majestic-12. Similarly, in "The X-Files", the Majestic Consortium has its own internal security division, a 'multi-national black-ops unit', which is in charge of cleaning up the mess left behind in the event of a leak, which has been happening with regular frequency thanks to the efforts of Agents Mulder and Scully.

The agents of Garnet have been seen on numerous occasions, including the many nameless Men in Black that Mulder and Scully have run into during the course of their investigations, and the various hitmen that have killed witnesses and family members (such as Alex Krycek). According to the Lone Gunmen, Garnet recruits are sent to the School of the Americas for training (this training facility, based in Ft. Benning GA, is the same place where the Contras supposedly received counter-insurgency training from the U.S. Army).

Everything you've seen here is equal to the protection we give it. It's you who've acted inappropriately.

4. Men in Black

The Men in Black (MiB) of UFO lore are described as mysterious visitors dressed in black suits, black fedora hats, and sunglasses who have visited and intimidated witnesses into recanting their alleged alien encounters (two 'classical' MiBs are seen in "JOSE CHUNG’S FROM OUTER SPACE"). However, in the world of the X-Files, they have become synonymous with any shady characters that do the dirty work for the Majestic Consortium. Dozens of nameless MiBs have been seen attacking Mulder and Scully in "DEEP THROAT", chasing after The Thinker in "ANASAZI", machine-gunning down Mulder and Scully in a West Virginia mine ("PAPER CLIP"), and chasing Mulder and Scully out of a missile silo in "APOCRYPHA". The 'regular' Garnet operatives include: The Crewcut Man (who shot Deep Throat and handed the recovered alien fetus to CSM), Alex Krycek (who killed Mulder's father and Scully's sister, before being revealed as a Soviet double agent), Luis Cardinal (who helped Krycek kill Melissa Scully, and also shot Skinner), The Red Haired Man (who killed two Japanese spies and almost killed Mulder before being done in by Mr. X in "731"), Scott Garrett (who tried to cover up the crash of Flight 549 and killed Scully-obsessed Agent Pendrell in "TEMPUS FUGIT" and "MAX")and the Grey Haired Man (who framed Skinner for murder and killed Mr. X).

Alex Krycek

The man we love to hate. Between killing Mulder's father (sure he denied it, but so what), Scully's sister, busting his knuckles on Skinner's jaw and running off with the MJ documents, selling the French the location of a sunken UFO that had already been salvaged, betraying his right-wing militia compadres to the FBI and being a KGB double agent, Krycek really knows how to keep on peoples' good side.

After the collapse of the Soviet Union the Russian Republic split the KGB into a foreign component, the SVR, and a domestic component, the MSB. For simplicity's sake, Krycek's Russian spymasters shall be referred to as the "KGB".

Krycek probably began as an FBI agent and was working for the FBI when he was suborned by the Cigarette Smoking Man. Krycek was probably promised a share of the CSM's power and access in exchange for his betrayal of the FBI. Of course at the time of this betrayal, he was already betraying the FBI to the KGB.

The Crewcut Man

Much reviled as the man who killed Deep Throat. The Crewcut Man appeared in "THE ERLENMEYER FLASK" as the head of the "Clean-up" operation assigned to collect or destroy evidence and eliminate the witnesses of Human-Alien DNA experiments being performed by a group whose project password is "Purity Control" Because the cryo-frozen alien fetus was passed from Deep Throat to the Crewcut Man to the Cigarette Smoking Man, It would seem that the Crewcut Man works for CSM. That would make the Crewcut Man one of GARNET's "School of the America's alumni… trained killer" foot-soldiers.

The Crewcut Man was the most de-humanized appearing of the GARNET agents we've encountered. He demeanor was cold, detatched and, in some ways, awkward. It was as if he could not relate to people as anything other than potential targets. He didn't appear particularly intelligent, but was extremely lethal and possessed a certain animal cunning. While a sociopathic personality is a career requirement for a professional assassin, the Crewcut Man seemed to also be a sadistic bully.

The Red Haired Man

The Red Haired Man, the most recent cold-blooded killer from GARNET, is arguably the most dangerous. While the Crewcut Man racked up the highest body count, his victims were scientists, over the hill spooks and high school kids. He never went mano-a-mano with another trained killer. The Red Haired Man's opponents were a lot more dangerous.

Stepping out of the railcar and into a bullet can be excused as merely failing to plan for the unthinkable. After all, the only people on Earth that could have found that railcar so quickly were the same group that had dispatched the Red Haired Man on his mission: The Majestic Project.

Unlike the Crewcut Man, the Red Haired Man was eloquent and smooth, more than up to the task of verbally sparing with Mulder. While he did partially give in to Mulder's threat to shoot his testicles off (and who wouldn't have talked at that point?) the Red Haired Man never wimpered sweated or lost his cool, and his answers were cryptic enough to be little help.

The Red Haired Man performed his murders with a grim determination that showed no signs of joy or smug satisfaction. This is not to say he wasn't an amoral sociopath (practically a requirement for a professional assassin), but the Red Haired Man didn't seem to be the kind of sadistic bully the Crewcut Man was. The Red Haired Man was, however, , as demonstrated by his straightening his tie and primping his hair following his "wet work." But like the Crewcut Man, the Red Haired Man too was ultimately undone by the actions of an amateur: the Train Conductor. If not for the actions of the Train Conductor, the Red Haired Man would have garrotted Mulder, slipped away with the hybrid and set off the bomb covering his tracks and destroying the evidence.

Vassily Peskow

Vasily Peskow is a retired KGB agent and trained assassin. But nobody ever really retires from the KGB. The messanger who brings Peskow back for "one last mission" invokes the imagery that "the cold war is not over". The messenger does not threaten Peskow, but appeals to his patriotism.

While not a servant of Majestic Consortium, he does represent the Soviet's own "Consortium," and he does deserve mention. Particularly because of the way this fossilized cold-war relic ran circles around both the Majestic Consortium AND Mulder and Scully.

The Aliens

Over the course of the series, Mulder and Scully have had a number of alleged alien encounters, with beings of various shapes and sizes. Each type of alien "race" encountered seemed to possess their own agenda, which was either congruent or contrary to those of the Majestic Consortium. The major "races" of aliens encountered on "The X-Files" (with direct bearing to the overall conspiracy arc, that is) can be classified as "The Greys", "The Shapechangers/Clones", and "The Black Oil".

1. The Greys

The term "Grey" is taken from slang developed in the UFO-ology community for the small, grey skinned aliens with large craniums, large almond shaped eyes, small mouths and noses and long nimble fingers. These aliens were first made popular as "pop-culture" icons with the movie "Close Encounters of the Third Kind". Those little grey aliens, however are far more benign than the critters we often encounter creeping around the X Files.

This type of alien has been associated with the typical abduction phenomenon - bright lights, abduction, medical experiments, and missing time. They have been seen on numerous occasions, including Mulder's alleged "close encounter" in "LITTLE GREEN MEN" at the Arecibo Radio Observatory, during an alleged execution of a Grey in the possibly-apocryphal "Musings of a Cigarette Smoking Man", scurrying past Scully through the abandoned West Virginia mine in "PAPER CLIP", and in the mid-air sequence of "MAX", in which the Greys took back an energy source that had been stolen from them.

There have been other incidents in which the Greys may have been involved, though they were never actually seen. One such event would have been "FALLEN ANGEL", in which an invisible alien attempted to outrun a UFO recovery operation, armed with a weapon that could burn its adversaries with radiation. The alien in this case was most likely a Grey in some sort of light-bending armor, as the images seen through the "eyes" of the invisible alien were always from an inferior perspective. The captured alien in "E.B.E"." was never seen either, but it too was most likely a Grey, as Deep Throat had mentioned that he had encountered the same type of alien before, and in the 1991 flashback of "THE MUSINGS OF A CIGARRETTE SMOKING MAN", Deep Throat was seen executing a Grey.

There have also been incidents where the Greys encountered were actually false memories implanted by the agents of the Majestic Consortium. Duane Barry thought he had been abducted and experimented on by the Greys, however, it was revealed later on that he was actually a victim of Dr. Ishimaru/Zama's railcar experiments. In "JOSE CHUNG’S FROM OUTER SPACE", Lt. Schaeffer and Major Vallee were dressed up as Grey aliens as part of a covert mission to abduct two teenagers. Upon hypnotic regression, Chrissy, one of the abductees, first remembered being questioned by a room full of Greys, however, deeper regression revealed that it was a smokescreen for an USAF interrogation.

Given these observations, it seems that the Greys are the exclusive target of U.N. Resolution 1013, the shoot-to-kill policy. The USAF, or its equivalent in other treaty-abiding countries, has consistently attacked Grey spacecraft and their occupants. Operation Falcon hunted down the invisible alien after its spacecraft crashed in "FALLEN ANGEL"; the Iraqi Air Force shot down a spacecraft in "E.B.E"." and its pilot was taken prisoner by the Majestic Consortium, and Flight 549 was downed inadvertently when the USAF downed another spacecraft that was attempting to abduct Max Fenig in "TEMPUS FUGIT". Finally, in "END GAME", the nuclear submarine USS Allegiance, operating beneath the Arctic ice cap, was instructed to destroy an anomalous sonar contact. However, the sonar contact, which turned out to be an alien spacecraft, ended up disabling the submarine, and a US attack fleet was sent in response to finish the job. This alien spacecraft was also probably piloted by Greys.

3. The Shapechangers/Clones

Most enigmatic of the various alien races are the Shapechangers/Clones, whose allegiances have seemed to flip-flop over the course of the series. When they were first introduced in the second season ("COLONY" and "END GAME"), a number of identical-looking abortion doctors were being murdered across the country. Mulder's investigation turned up the Gregors and the Samanthas (alien-human hybrid clones of his missing sister), who were the progeny of two visitors who arrived on Earth in the 1940s. It was their plan to genetically merge with humans to colonize the Earth, once the carelessness of humanity had made the planet inhospitable for human. However, before Mulder could learn more, a shapechanging alien, known as the Alien Bounty Hunter (ABH), burned down the clinic and killed all the clones. This shut-down experiment may ultimately have succeeded - in "The End", the young chess grandmaster Gibson Praise was found to have clairvoyant abilities as a result of heightened activity in an area of the brain called the "God Module". It was Mulder's belief that this evolutionary leap was made possible through genetic manipulation of the boy's DNA, or by combining it with alien DNA. Howeve, before this conjecture could be confirmed, CSM delivered the young boy to WMM, thereby eliminating some threat that the boy posed to the Majestic Consortium.

Throughout the course of the series, we have been given glimpses of the clones and the shapechangers on numerous occasions, revealing their telltale characteristics. The clones, according to a Samantha clone, were the result of alien hybridization experiments aimed at eliminating the identical look of all their end products. They are extremely resistant to injury and illness, and can only be killed by puncturing the base of the neck with an "alien stiletto" - a handheld weapon with a retractable puncturing extension. Upon death, their bodies dissolved into a green ooze. More clones were seen in "TALITHA CUMI" and "MEMENTO MORI", though this time, it seemed they were under the direct employ of the Majestic Consortium. Another type of clone was also seen under the control of the Consortium in "HERRENVOLK" - the drone. These clones, which were "little blond boys" and young Samanthas, worked on the alien crops in the Canadian colony. They were "low-grade"clones, meant to be used only for manual labor, and not possessing any language skills.

The Shapechangers, which includes the ABH and the Jeremiah Smiths, are distinguished from the Clones by the ability to change their appearance at will, a blood chemistry that is toxic to humans upon exposure to air, and the ability to heal injuries and illnesses. However, like the Clones, they can be killed by a puncture wound to the base of the neck. The Jeremiah Smiths, who were part of the Majestic Consortium's Genetic Record-keeping and Delivery Systems projects, began to question the colonization plan, and attempted to expose the activities in the Canadian colony. However, this was soon stopped by the Consortium, and its agent, the ABH. And when CSM asked the ABH to heal Mulder's ailing mother, it was also revealed that the Alien Bounty Hunter was in the direct employ of the Consortium.

4. Human-alien hybrids

We've seen a number of human-alien hybrids over the last four seasons. These hybrids are the result of human experimentation, to be differentiated from some hybrids, which appear to be the result of alien experimentation. The human-produced hybrids appear in the episodes THE ERLEMEYER FLASK, "ANASAZI", "THE BLESSING WAY", "NISEI", and "731".

6. The Black Oil

The Black Oil is a sentient entity that arrived on Earth in 1945, after its ship was shot down over the Pacific Ocean by a squadron of US Army Air Corps P51 Mustang fighters. The US Submarine Zeus Faber was sent to recover the downed spacecraft that same year, but the Black Oil sabotaged the operation by possessing the Zeus Faber's captain. However, when the crew turned on the possessed Captain, the Black Oil slinked back into the ocean, where it remained undisturbed until 1995.

With a consistency that resembles crude oil, this alien entity is able to enter the bodies of human beings or other hosts and control its actions, and the telltale sign of a Black Oil infestation is a black cloudiness in the host's eyes. Once inside, the Black Oil has the ability to access its host's memories - while it inhabited Krycek in "APOCRYPHA", it used Krycek's possession of the MJ data tape and Krycek's former association with CSM to cut a deal for the return of its spacecraft, which had been carted off by the Talapus ("NISEI"). It also seems that the Black Oil is inherently radioactive and is able to use its radioactivity as a weapon, as it did on the crew of the French salvage ship Piper Maru.

This description, of course, sounds very similar to the Black Cancer, the bio-hazardous material being excavated from the Tunguska crater and the subject of at least two inoculation projects. In many respects, the Black Oil and the Black Cancer are identical, able to slither into its hosts under its own volition and creating a recognizable black cloudiness in the victim's eyes. However, whereas the Black Oil is able to control the actions of its host, the Black Cancer causes a paralytic stupor. The explanation for this difference in behavior is that the Black Oil is a living, conscious entity, while the Black Cancer is the lifeless remains of the Black Oil, completely lacking any consciousness, which was destroyed in the crash that created the Tunguska crater. But because the Black Oil and Black Cancer are identical on a "cellular" level, with similar biochemical mechanisms for seeking and possessing hosts, creating a vaccine for one would most likely ensure protection against the other.

9. Lord Kinbote

A Cyclops-like "Harrihausen" alien which both Roky Crikenson and USAF Lt. Jack Schaeffer called Lord Kinbote. This alien appeared to abduct the terrestrial abductors (Lt. Schaeffer and Maj. Vallee) as well as their intended targets (Chrissy and Harold). The abduction appeared (at least to the abducted) to be a pointless exercise in sadism, Maj. Vallee does not survive the experience and his terrestrial manufacture UFO is taken by the "real" aliens. At the same time Roky, who witnessed the abduction is given a "New-Age" message of salvation by Lord Kinbote which involves some variation of the rather anachronistic "hollow-earth" theory.

The Projects

 

1. Operation Paper Clip

We predict the future, and the best way to predict the future is to invent it.

This branch of the Majestic Consortium was most likely headed up by Mulder's father, Bill Mulder. From what has been revealed so far, Operation Paper Clip (also referred to as "Purity Control") was started in the late 1940s in order to create an alien-human hybrid, with the assistance of Axis scientists. These alien-human hybrids have been promoted as a means for developing a hardier type of soldier, resistant to conventional, chemical, biological, and possibly alien weapon. However, other evidence has suggested that the Majestic Consortium is also attempting to speed up human evolution, in order to survive a possible colonization effort by the aliens. The ongoing research in this division can be classified into two sub-projects: gene-splicing and genetic record-keeping.

a. Gene-splicing

Gene-splicing involves the mingling of alien and human DNA by various means. One method is to introduce alien DNA into an existing host, with the objective of incorporating the new DNA into the host's cells. This was seen in "THE ERLENMEYER FLASK", where Dr. Berube used gene therapy to introduce alien DNA into human subjects via the use of virus-infected bacteria. This resulted in hybrids that were resistant to cancer, possessed heightened strength, and could survive in conditions that normal hucould not. In "Red Museum", Dr. Larson injected cattle and the local children with growth hormones derived from alien DNA, which made them grow up stronger and more aggressive. Another victim of gene therapy may have been the teenagers from the pilot episode - when Mulder and Scully exhumed the body of Ray Soames, one of the local teenagers that had died mysteriously, his body had transformed into something alien-like.

People around here've changed... gotten mean.

Another means by which hybrids could be created is from scratch - in other words, from fertilized ovum. The results of Dr. Klemper's work, mentioned in "THE BLESSING WAY", were most likely the bodies that Mulder found in the buried train car in Arizona (referred to as "the merchandise" in the Majestic files). These hybrids had many alien-like features, including large misshapen heads, large eyes, and long fingers. Mulder also noted that the bodies also had smallpox vaccination scars (more about this later).

The more recent efforts of Dr. Ishimaru/Zama in "NISEI" and "731" created two types of hybrids. The "older model" hybrids were still distinctively alien in appearance, but were certainly more human-looking than the ones created by Dr. Klemper. These hybrids, locked away in an abandoned leper treatment facility, were subjected to various experiments that inflicted "terrible burns", perhaps testing their ability to withstand extraterrestrial weapons (if you can remember, many humans who have come into contact with aliens during the series have suffered from terrible burns, such as in "FALLEN ANGEL" and "PIPER MARU"). All of these "older model" hybrids were killed and buried in mass graves in "731", including one which was destroyed after Dr. Ishimaru/Zama attempted to smuggle it out of the United States via Canada.

Experiments were done on innocent human subjects for years, operating out of a leper colony. This secret railroad was being used to conduct these tests all around the country. What I'm saying, Mulder, is that there is no such thing as alien abduction. It is just a smokescreen happily created by our government to cover up the biggest lie of all. Only guess what? Those experiments never ended.

The "new model" hybrids were human in appearance, and only differed in their biochemistry. These hybrids were created by the supposed government "radiation experiments", in which thousands of women were abducted and had their ova removed in mobile operating theaters. One of the victims of this hybrid-creation program was Agent Scully, who disappeared for several weeks during the second season ("ASCENSION"). Her experience, which has gradually been pieced together over the course of the series, was probably typical for the victims of this program. During her abduction, Scully's ovaries were placed in a state of hyper-ovulation with high-energy bursts of radiation, and the ova were collected for future use. Unfortunately, the procedure also resulted in sterilization. Before being returned, Scully's memories of the event were replaced by a series of false "abduction" memories, which were similar to the false memories that were planted into Duane Barry's mind, who was led to believe that "Greys" had performed medical procedures on him, when in actual fact they were Dr. Ishimaru/Zama's experiments. Scully also had a microchip implanted into the base of her neck, which upon closer examination originated from a Japanese factory. Though these microchips could be removed, the victim developed a rare and untreatable brain tumor not long after ("MEMENTO MORI"), which could only be reversed by re-implantation of the microchip ("REDUX II"). The purpose of these microchips was three-fold: to serve as a means of tracking the abductees, to prevent the abductees own immune system from creating an immunological response (cancer) to the physiological changes that the abductees underwent during their procedure (after Scully's abduction, "branched DNA" was found in her bloodstream), and for summoning abductees for further procedures (as seen in the various gatherings of abductees in "Patient X", which was supposedly related to the Majestic Consortium's colonization efforts).

The extracted ovum, after combination with alien DNA, was then implanted into a host womb, possibly even that of the abductee, where it was either allowed to be carried to term (such as in the elderly-women residents of the Dimsdale Retirement Home in "EMILY"), or were removed after a period of time to continue gestating in fluid-filled tanks (such as those seen in "THE ERLENMEYER FLASK").

They've gotten away with it, Mulder. And what they can't cover they apologize for. Apology has become policy.

The end-result of the "newer model" hybrids may have been seen in "MEMENTO MORI", "CHRISTMAS CAROL", "EMILY". In "MEMENTO MORI", several clones, known as the Kurts, exhibited many properties of the other alien clones that have been seen on the series: they could only be killed by a puncture to the base of the neck, and their bodies decomposed readily into a greenish ooze upon death. The Kurts were working for the Majestic Consortium in a fertility clinic, harvesting the ova obtained from the railcar procedures (Mulder found a sample of Scully's ova in a vault), and claimed to have been the direct progeny of these experiments. Despite their ties to the Consortium, the Kurts stated that their loyalties were to their "birth mothers" (abductees), and their goal was to prevent their unnecessary deaths. In the two-parter "CHRISTMAS CAROL" and

EMILY", Scully learned that she had a three-year old daughter, Emily Sim, who was a direct end-product of the hybridization experiments on her ova. However, Emily exhibited alien physiology (toxic blood), which necessitated her having regular injections of an unknown green substance. Unfortunately, despite Scully's best efforts, Emily lapsed into a coma and died, and all evidence of the ova harvesting operation was quickly destroyed by two shapechanging aliens.

b. Genetic Record-Keeping

Mulder and Scully have inadvertently come across vast genetic databases during their investigations of the X-Files. The first was found in "PAPER CLIP", where thousands of medical files were found stored in an abandoned West Virginia Mine ("Lots and lots of files", as Scully noted). These medical files formed a comprehensive DNA database for every man, woman, and child born since the 1950s, and were secretly collected during smallpox inoculations (SEP, or Smallpox Eradication Program). The basis for the cataloging of each individual was uncovered in "TALITHA CUMI", when Mulder and Scully met the Jeremiah Smith clones who were employed at several social security offices across the country. A search of a computer belonging to one of the Smiths found reams of coded data, based on the nucleotide sequences of the cowpox virus, which serves as the basis for the smallpox vaccine. Each one of the millions of Americans catalogued in this database was identified by having been tagged by a unique genetic variant of the cowpox virus.

This extensive genetic data was collected as part of Bill Mulder's work on Paper Clip, but it is unclear for what purpose. It has been suggested that the Jeremiah Smiths were finding identities for the colonizing aliens (allowing them to integrate into human society without detection), or finding suitable hosts (basedon the compatibility of their DNA) for the alien-human hybridization experiments.

2. Delivery systems

So what's the business with the bees, anyways? When the bees were first seen in "HERRENVOLK", they were being cultivated by a colony of alien clones to pollinate a crop of alien plants. These seemingly genetically-engineered bees were both aggressive and lethal, requiring the sting of only one bee to kill a telephone line repairman. Furthermore, during the bees' attack on the Alien Bounty Hunter (ABH), the stingmarks resembled smallpox sores.

The next appearance of the bees was in "ZERO SUM", when the Majestic Consortium conducted a field test in a schoolyard full of children in South Carolina. However, in this appearance, the lethality of the bees had diminished from "HERRENVOLK", as the unwitting test subjects suffered multiple stings without succumbing. However, like the attacks witnessed in "HERRENVOLK", the lesions that erupted were the result of smallpox. When the children were brought to a local hospital, U.S. Military personnel took over their treatment, though it is unknown what sort of treatment was administered.

I can only guess, but I think that somebody is trying to engineer a method of delivery... for a disease that has killed more people throughout history than any contagion known to mankind.

Therefore, it seems that the bees were being used as a delivery system for the smallpox virus, though the virus in this case was considerably more virulent, as the test subjects developed full-blown cases of the disease in a short time period. Whether the altered smallpox virus was being introduced into the bees via the alien plant that it has been seen pollinating, or by some other means, is unclear. It is also unclear what the field test was actually testing. On initial inspection, it would seem that the Majestic Consortium was testing the ability of the bees to deliver the smallpox virus, but given the military involvement following the test, they could have easily have been testing the effects of the new smallpox virus on the subjects, or the efficacy of a vaccine to counter the effects of this new smallpox virus.

3. Black Cancer Inoculation Project

This most recent branch of the Majestic Consortium was first introduced in "TUNGUSKA" and

"TERMA". Until her untimely death at the hands of a re-activated KGB operative, this ultra-secret division (according to WMM, only six members of the Majestic Consortium were aware of it) was headed up by Dr. Bonita Charne-Sayer, an accomplished virologist, especially with respect to the smallpox virus. This project centered on a mysterious alien substance called the Black Cancer, which was excavated from a crater at Tunguska where an extraterrestrial object, possibly an alien spacecraft, impacted in 1908. Black Cancer has been found to be a bio-hazardous material with certain life-like qualities, able to enter its victims under its own locomotion. Once the Black Cancer has entered its victim, it attacks the pineal gland, creating a paralytic or comatose state. This toxic property of the Black Cancer was supposedly used by the Soviets to create a bio-weapon, which was sold to the Iraqis and used against American soldiers during the Gulf War.

Wake the Russian Bear, and it may find we've stolen its honey.

Mulder and Scully first came into contact with this substance when, based on a tip from Krycek, they intercepted a diplomatic pouch arriving from Russia ("TUNGUSKA"). Inside was a rock sample from the Tunguska crater that contained a sample of the Black Cancer, destined for the laboratory of Dr. Bonita Charne-Sayer. After Mulder traveled to Russia to investigate the source of the mysterious rock sample, he was imprisoned in a gulag where he was used as a test subject and exposed to the Black Cancer. However, because of a pre-exposure injection of smallpox vaccine, Mulder seemed to suffer no ill effects from the experiment.

Once the Soviets became aware of the theft of their "secret weapon", retired KGB operative Vassily Peskow was sent to shut down the Majestic Consortium's Black Cancer Inoculation Project, under the direction of Comrade Arntzen (sleeper spy Krycek's codename). Once in the United States, Peskow single-handedly wiped out all of the Consortium's research on the Black Cancer by killing Dr. Charne-Sayer, confiscating the rock samples from Tunguska, and killing all the project's test subjects, senior citizens in the Harrow Convalescent Home who had unwittingly been used by Dr. Charne-Sayer.

In "PATIENT X" and "THE RED AND THE BLACK", the issue of the Black Cancer vaccine was raised again. Expecting to be double-crossed by the Majestic Consortium, Krycek deliberately infected Mulder's latest informant, Marita Covarrubias, with the Black Cancer, and offered a "vaccine" in exchange for his own freedom. WMM was hopeful that the vaccine provided by Krycek would mean "resistance to the alien colonists", but after using it on Covarrubias, it was found to be useless.

The Majestic Consortium and its counterpart in Russia have been hard at work creating a vaccine against the Black Cancer, which would presumably provide protection against the Black Oil. Therefore, the Black Oil must be a threat to the efforts of the Majestic Consortium. Furthermore, CSM was chastised for taking unilateral actions in cutting a deal with the Black Oil-infested Krycek - which seemed much akin to consorting with the enemy.

The alien-human hybrid bodies that Mulder found in the buried railcar (Dr. Klemper's "merchandise") had smallpox vaccination scars. Since the smallpox vaccination seems to be a vehicle for the Black Cancer vaccine (as seen in "TUNGUSKA"), the hybrids may have been used to test the effectiveness of an earlier version of the Black Cancer vaccine.

4. The Colonists and The Resistance

As revealed in "PATIENT X" and "THE RED AND THE BLACK", there are at least two groups of aliens, the Colonists, and the Resistance. The Colonists are intent on establishing a colony on Earth, possibly with the use of alien-human hybrids, and may even plan to become the dominant species. The Shapechangers (the Jeremiah Smiths) and the Clones (the Samanthas) are directly involved with the colonization effort, with the ABH serving as security and clean-up. The Majestic Consortium is assisting the colonization effort, by providing resources (such as test subjects and test facilities) and support (the use of Garnet to hide the evidence of their existence), in addition to creating their own hybrids for this "new world order" (WMM's comments on "inventing the future").

The topic of "colonization" has come up in numerous other episodes ("COLONY", "END GAME", "PAPER CLIP", "TALITHA CUMI", "HERRENVOLK"), but it wasn't until "PATIENT X" and "THE RED AND THE BLACK" (fifth season) that the Majestic Consortium actually discussed it openly. In this two-parter, groups of UFO abductees, were summoned via their microchip implants to remote locations (Kazakhstan, Skyland Mountain, and a bridge in Pennsylvania), where they were met by what appeared to be a UFO. However, these gatherings were then interrupted by "Faceless Men", wielding "firestarters", which burned the congregation beyond recognition.

The Faceless Men were human in appearance, however, their bodily orifices had been sewn shut, presumably as a means of holding a Black Oil entity within (Krycek used a similar means to use a Russiateenager as a vessel for Black Cancer). These attacks caused great consternation for the Majestic Consortium, who believed that the attacks are directed against them, an attempt to disrupt their work.

It was also during this time that a spacecraft crashed at Fort Weikamp Air Force Base, and a Faceless Man, the only survivor, was captured. The Majestic Consortium, upon seeing photographs of the crash survivor, recognized him as a resistance fighter, part of a group that was undermining the efforts of the 'Colonists'. When the First Elder decided to turn over the Faceless Man over to the colonists, Krycek went to Mulder's apartment and tells him what the Consortium members discussed privately - that the burnings were an attempt by a resistance group to sabotage the Colonists' plan for takeover. Krycek also gave Mulder the location of the captured Faceless Man, and told him that this alien was the leader of the "Resistance". If he died, the Resistance would die with him (this was then followed by Krycek planting a big wet smooch on Mulder's cheek, but a discussion on the homoerotic subtext of this gesture will have to wait until another time). Mulder finds the truck that the Faceless Man was being held in, but before he can be freed, the driver morphs into the ABH and attempts to execute the Faceless Man. Before Mulder loses consciousness, he sees a second Faceless Man appear behind the ABH, presumably there to rescue his imprisoned comrade.

The Resistance's agenda is to prevent the Colonists from becoming established on the Earth, and may even want to establish colonies for themselves. The members of the Resistance would seem to be the Greys and the Black Oil working in cooperation, perhaps as a symbiotic species. The supporting evidence for this theory is as follows:

The Majestic Consortium and the Greys have had a history of antagonistic interaction. Note Resolution 1013, which states that any member country that captures a live E.B.E. must exterminate it immediately, and the numerous incidents in which the USAF or its equivalent in foreign countries engaged and shot down alien spacecraft ("FALLEN ANGEL", "E.B.E", "THE MUSINGS OF A CIGARRETTE SMOKING MAN", and "TEMPUS FUGIT"). The Majestic Consortium has also salvaged downed alien spacecraft, which were then used for research purposes by the UFO Technology Project. Furthermore, the Greys have been seen taking back their stolen technology from the Consortium ("JOSE CHUNG’S FROM OUTER SPACE" and "MAX")

The Majestic Consortium has spent forty years creating alien-human hybrids that have many physical similarities to the typical Grey. One hybrid described being subjected to experiments that caused severe burns ("731")- was the Consortium attempting to create super-soldiers that would be resistant to the energy weapons of the Greys (as seen in "FALLEN ANGEL")? Furthermore, another alien species was seen possessing an energy weapon, also capable of badly burning its victims - the Black Oil ("PIPER MARU"). Could the Greys be vessels of the Black Oil (a typical Grey is described as having black eyes), and their energy weapons are merely the natural abilities of the Black Oil contained within their bodies?

Using this model, other events witnessed during the course of the series can be re-interpreted. For example, in "COLONY" and "END GAME", the efforts of the Gregors and the Samanthas were wiped out by the ABH. However, the ABH may have been an agent of the Resistance, and not the Colonists, in this case (since the aliens, regardless of whether they are Colonists or Resistance, will adopt a human appearance when traveling among humans). At the beginning of "END GAME", the nuclear submarine USS Allegiance sighted an unknown sonar contact, which turned out to be an alien spacecraft underneath the Arctic ice cap. They were given orders to attack the spacecraft, but were quickly disabled by the unseen aliens. This resulted in a US attack fleet being dispatched to destroy the spacecraft. Unfortunately, the ABH escaped with the submarine, which he used to rendezvous with his spacecraft. This incident seems to be an execution of U.N. Resolution 1013, which would mean that the ABH and the spacecraft belonged to the Resistance. This would make sense, since it was a colonization experiment that was disrupted by the efforts of the ABH.

5. Integration

The inter-relationships between the various stakeholders of the X-Files conspiracy arc can now be conjectured, based on the available information. Of course, the validity of the interpretation of the events seen during the first five seasons of the show is subject to how consistent Chris Carter has been to his original "vision" (which assumes that he had one, and didn't just make it up as he went along). Furthermore, much of the interpretation is based on the dialogue between the various characters of the series, which have been taken as canon, or as a variation on the truth. In some cases, this can be done with confidence, as the discussions are related to internal matters (such as the dialogue between the various Majestic Consortium members), or there is enough corroborating evidence and dialogue from third-parties. However, there are some characters with a history of duplicity, and their statements may misrepresent the truth, or be complete fabrications (Krycek is an excellent example, who seems to have lied about everything).

6. The Smallpox Virus Vaccination

Smallpox, caused by the variola virus of the orthopoxvirus family, was declared eradicated in the early 1980s, after the successful Smallpox Eradication Program (SEP) initiated by the World Health Organization in 1967. The last natural victim of the disease was found in Somalia in 1977, and no further cases were identified. Though routine administration is no longer required, the smallpox vaccine is still administered as a precautionary measure to military personnel and at-risk populations.

The smallpox (variola) virus, and its close cousin the cowpox (vaccinia) virus have shown up numerous times in the conspiracy arc of "The X-Files". The smallpox association was first seen in "ANASAZI", in which the alien-human hybrid bodies that Mulder found had smallpox vaccination scars. In "HERRENVOLK", Scully discovered a huge human genetic database stored on the computer terminal belonging to the Jeremiah Smith clone. Each one of the millions of human beings that had been given the smallpox vaccine was "tagged" with a unique genetic variant of the smallpox vaccine. This episode also introduced the genetically-altered bees that were pollinating the alien plants at the Canadian colony - the toxic venom in the bees' stingers contained a fatal variant of the smallpox virus. The smallpox vaccine then showed up again in "TUNGUSKA", only this time it served as the vehicle for the Black Cancer vaccine. Finally, in "ZERO SUM", the bees returned, attacking a schoolyard full of children and infecting them with an abnormally virulent strain of smallpox.

What exactly is the role of the smallpox virus (and the closely-related cowpox virus) in the colonization plans? Based on its use in the various experiments being carried out, it is most likely being used as a vector for the delivery of alien DNA. The reasons for this conclusion are:

For the majority of DNA-based viruses, the nucleus (the central organelle of the cell containing the DNA) of the host cell is used by the virus for the viral replication process (viruses are often naked strands of DNA without the necessary biochemical 'machinery' reqto replicate themselves). The poxvirus family is unique among the known DNA viruses because its entire multiplication process takes place outside of the nucleus, in the cell's cytoplasm. If the purpose of the virus was to introduce alien DNA into a cell, the use of a vector virus which had the least effect on nuclear processes, such as a poxvirus, would be the best. Note that the alien-human hybrids in the buried railcar which Mulder found in "ANASAZI" had smallpox vaccination scars, which may be indicative of how Dr. Klemper introduced the alien DNA into the human cells.

Other than a minor difference in the molecular structure, the main difference between the smallpox and the cowpox viruses is their relative virulence in humans. Whereas a smallpox infection can be fatal in a human being, a cowpox infection, normally causing only disease in cows, is comparatively asymptomatic. However, because of the morphological and immunological similarities between the two viruses, immunity to the cowpox virus confers resistance to the smallpox virus. This observation is the basis of the smallpox vaccine. Throughout the series, we have seen the experiments of the Majestic Consortium alternate between the use of the smallpox virus and the smallpox vaccine (cowpox virus). The reasons for the choice of vector would be based on ease of handling. All inoculation, gene-splicing, and tagging experiments (as seen in "TUNGUSKA", "ANASAZI" and "HERRENVOLK" respectively) involved the smallpox vaccine, which could be synthesized with more ease and handled more safely than an equal amount of live smallpox viruses. When it came to a field test ("ZERO SUM"), the Majestic Consortium used the actual smallpox virus, presumably to test its virulence.

The transmission properties of the smallpox virus also make it ideal for the purposes of introducing alien DNA to a population. The smallpox virus is very specific to human beings and no non-human reservoirs for the disease exist, allowing for a highly-targeted dispersal. Furthermore, subclinical infections do not occur (and hence there are no such thing as smallpox carriers), which means that dispersal of the virus will result in 100% saturation of the target population. Finally, close contact is required for transmission of the disease (either through inhalation of respiratory droplets or contact with the skin lesions), simplifying the identification of infected individuals - this would give the Consortium the ability to track the spread of the virus and stop the dispersal if need be.

Poxviruses are very large in general, allowing them to be easily seen under a light microscope.

Presumably this would translate to greater ease of manipulation, for the purposes of inserting another virus or a strand of alien DNA within the protein shell.

Finally, since smallpox was declared eradicated by the World Health Organization in the early eighties, regular vaccination is no longer done. This would reduce the chance of resistance to the disease in target populations.

Based on these observations, it seems that the smallpox virus is being used by the Majestic Consortium and the Colonists to introduce alien DNA or some kind of biological toxin to human populations, with bees as the delivery vehicle. The end result would be either the Consortium's plan for "inventing the future", helping humanity evolve with the assistance of alien DNA, or eradicating humanity to make room for the Colonists.

7. Purity Control: Personnel and Goals

We've seen a number of scientists involved with the Purity Control experiments. The first generation of scientists included Dr. Ishimauru/Zama and Dr. Victor Klemper. The latest generation of scientists is represented by men like Dr. Berube and Dr. Larson, although Dr. Larson was more of a mercenary, who carried out the tests, rather than an innovator who developed the hybridization technology.

How are these hybrids being created? Dr. Berube's hybrids were created using gene therapy, that is by injecting alien DNA suspended in bacteria directly into the test subject's cells. This way the subjects began as humans and ended up as alien-human hybrids.

Dr. Ishimauru/Zama's hybrids may have been created differently. There was some suggestion that they could have been humans drafted from the ranks of the homeless, the institutionalized and the insane, but they could have been human-alien hybrids from the moment of their birth. We know that Dr. Ishimauru/Zama's experiments in "NISEI" and "731" are the same experiments Scully was abducted for in "ASCENSION" and returned from in "ONE BREATH". Scully had a distended belly (at least she remembered having one) and her system was full of "branched DNA". Langley, of the Lone Gunmen, suggested that Branched DNA could have been used to graft something human onto something inhuman. Was Scully (and the other female UFO abductees) used to gestate an alien-human hybrid? Was the hybrid later removed and incubated artificially? The "Kurt" clone in "MEMENTO MORI" suggested that Scully's ova were harvested and he and his fellow hybrids were gestated in artificial womb-tanks.

The big question remains: "Why create a alien-human hybrid?"

No absolute answer to this question has been forthcoming from Chris Carter and Co, but there are a couple of theories that have been suggested by past episodes. Most of the clues presented so far point towards Purity Control's hybridization experiments being part of a "super-soldier" program. But an army of super-soldiers to be used against whom? The aliens' radiation weapons as seen in "FALLEN ANGEL" and "APOCRYPHA". Is this army of radiation-resistant soldiers to be used against the aliens? There may be another, more obscure answer and it's connected to the relationship between The Majestic Consortium, the aliens and the aliens designs on the earth.

If there is a faction of aliens intent on colonizing the earth (and events from "COLONY", "END GAME", "TALITHA CUMI", "HERRENVOLK", and "MEMENTO MORI" seem to point to such a "project'), then there may be a section of the Majestic Consortium that believe that the aliens will be successful, no matter what humanity tries to do. Perhaps the reason hybrids are being created is that the Majestic Consortium expects mankind to be supplanted by the alien invaders and figures the only way mankind will have a place in the invaders world is if humanity can adapt, evolve ... hybridize. What did The Well Manicured Man say? "We predict the future, and the best way to predict the future is to invent it." Is the future, the future of mankind? And does the Majestic Consortium plan to "re-invent" humanity is order to preserve some fraction of it in the "brave new world" of the alien invaders?

8. The Fate of Samantha Mulder

Agent Mulder's long-standing quest to learn the fate of his younger sister Samantha has taken a number of turns. Mulder remembers Samantha being abducted from his parents' home in 1973, and her disappearance has been a primary motivator for his work on the X-Files. According to WMM, Samantha was abducted to ensure Bill Mulder's silence on his work with "PAPER CLIP", and it Bill Mulder that decided which child would be taken from him. Mulder has come across numerous Samantha clones during his investigations, such as the ones administering the fetal tissue extractions ("END GAME"), and the mindless drones tending the alien crops in the Canadian colony ("HERRENVOLK"). However, in "REDUX II", Mulder may have met his real sister, who was brought to him for a brief meeting by CSM. According to this Samantha, CSM was her father (contrary to CSM's statement of having 'no family' in "ONE BREATH"), and she had her own life with a family of her own. It was also revealed in "TALITHA CUMI" that Mulder's mother and CSM may have had a romantic relationship in the past, which raised questions on who Mulder's and Samantha's father was.

First of all, Mulder is probably Bill Mulder's son, while Samantha is the product of an illicit affair between CSM and Mulder's mother. When Bill Mulder made a choice as to which child would be taken from him, he chose Samantha because he saw a clear point of differentiation between her and Mulder. Furthermore, Mulder saw CSM embracing Samantha in a fatherly manner during his drug-induced flashbacks in "DEMONS".

As for the true fate of Samantha Mulder, it seems likely that the Samantha that Mulder saw in "REDUX II" was indeed his sister, since it would fit with the above supposition of CSM being Samantha's father. Given the plans of the Colonists and the Majestic Consortium, it is plausible that CSM may have been preparing his only family, Samantha, for the imminent alien colonization, sheltering her from Majestic-unfriendly influences, while using her DNA for the purposes of advancing the various pro-colonization projects. It may even be possible that CSM's 'adoption' of Samantha may have been a deal cut by CSM between himself, the head of security for the Majestic Consortium, and Bill Mulder, who was on the verge of speaking publicly about Paper Clip.

Annex: The Lone Gunmen

The Lone Gunmen are a trio of fictional characters, Richard "Ringo" Langly, Melvin Froheke and John Fitzgerald Byers, who have recurring roles on The X-Files. They also starred in a short-lived spin-off, also called The Lone Gunmen. The name was derived from the lone gunman theory of the John F. Kennedy assassination.

Described as counterculture patriots, they were ardent conspiracy theorists, government watchdogs and computer hackers who frequently assisted the main characters, Mulder and Scully, though they sometimes had their own adventures. The Lone Gunmen authored a news publication called The Lone Gunman (once referred to as The Magic Bullet Newsletter; a pejorative reference to the single bullet theory and, like the group's name, a reference to the Kennedy assassination), to which Mulder loyally subscribed. None of them had day jobs; they relied on financial backers who believed in their cause, and the revenue generated by the subscriptions to their paper. They shared a loft apartment where they also worked, and used a 1973 -79 VW Transporter to commute.

In 1989, John Byers meets a woman named Holly in an electronics expo. Holly claims that her ex-boyfriend (Mulder) is stalking her and has kidnapped her daughter. She gives Byers an internet address, which is supposed to locate her daughter. The file is encrypted, so Byers enlists the aid of computer hacker/cable salesman Melvin Froheke. Froheke decrypts the file, but when they confront Mulder, they discover he is an FBI agent (who has not yet been assigned to the X-Files). Suspicious, Byers and Froheke get Richard Langly to hack into the FBI network. They discover that Holly's real name is Susanne Modeski, and she is wanted for bombing an FBI lab. The three confront Modeski, and she admits that she works for the Army Advanced Weapons facility at Whitestone, NM. She has developed a gas that causes fear and paranoia, and the military plans to test it on civilians. She then enlists the help of the three to stop the government plan. They track the material to a warehouse, where the gas is in a shipment of asthma inhalers. Mulder follows them and is about to arrest them when all five of them are ambushed by two hitmen sent to kill Modeski. A shootout ensues, and Mulder takes cover. Modeski kills the hitmen as they're about to execute Mulder and promptly flees. A team led by X sanitizes the scene, cautioning the guys to stay out of trouble. The trio got their name as a result of Byers confronting X at this point about the assassination of John F. Kennedy. X's cynical reply was, "I heard that it was a lone gunman". The police arrive soon after. All three of the Gunmen are arrested, and Byers recounts his story to Detective John Munch. Munch is skeptical, but Mulder verifies the story, so the guys are released. They find Modeski, and she implores them to tell as many people as they can about the government conspiracy. Without warning, a black rental car pulls up, and the occupants force Modeski inside. Later, the guys are visited by Mulder, who says that he has weird ideas in his head that he can't seem to shake.

Despite only minor appearances in the X-Files, the Gunmen became fan favorites, getting their own T-shirts. They also appeared prominently in episodes written by acclaimed science fiction authors William Gibson and Tom Maddox. Since becoming X-Files mainstays, Gunmen styled technogeeks have appeared on other television series, such as Brian Roedecker on Millennium and Abby Sciuto on NCIS. Similar characters have appeared in many genre series: the Trio, a group of geeky would-be villains in season six of Buffy the Vampire Slayer and a pair of nerdy "paranormal investigator" bloggers who appear in the first season "Hell House" and third season episode "Ghostfacers!" of the show Supernatural, while Invasion featured Dave, a rather Froheke-esque blogger journalist who was determined to bring the truth about alien "hybrids" to the world. On the FX series Terriers, the main characters repeatedly utilized the services of tech-savvy trio who operated out of an RV and were especially skilled in surveillance and computer hacking.

All three characters died in the X-Files episode "JUMP THE SHARK", which aired the year after The Lone Gunmen series was cancelled.

Characters

 

John Fitzgerald Byers

John Fitzgerald Byers (Bruce Harwood) was once a public relations worker for the FCC. He was a conservative dresser with a neatly trimmed beard, a stark contrast to his grungier comrades. He had at least some working knowledge of medicine, genetics and chemistry and is known for the famous line, "That's what we like about you, Mulder. Your ideas are even weirder than ours". He was born on November 22, 1963, the same day that President Kennedy died. His parents named him after the fallen president. His name would have been Bertram otherwise. Byers was the most "normal" of the three, and while Froheke and Langly were seemingly born angry misfits, Byers dreamed of a quiet, uneventful, suburban life. Byers' father was a high-ranking government official, but they never saw eye to eye and when Byers' father appears in The Lone Gunmen pilot, the two hadn't spoken for some time.

Melvin Froheke

Melvin Froheke (Tom Braidwood) was a former 1960s radical and the oldest of the three. Though a skilled computer hacker, Froheke was primarily the photography specialist for the newsletter. Froheke had a lascivious attitude toward women. However, he had a more purely romantic attitude towards Dana Scully; when she was gravely ill in the episode "ONE BREATH", Froheke appeared at the hospital in a tailored suit carrying a bouquet. His unique sense of fashion made him stand out:leather jackets, black vests, combat boots, fingerless gloves, etc. Froheke considered himself the "action man" of the trio and would often be seen doing very intense stunts (many rigged to look more impressive than they really were). Despite his childish scraps with Langly and others, Froheke's age and experience gave him a kind of quiet wisdom that occasionally surfaced when he consoled his friends about the sorry nature of their lives. In The Lone Gunmen episode "TANGO DE LOS PISTOLEROS", Froheke was revealed to be a former tango champion who danced under the stage name "El Lobo".

Richard Langly

Richard Langly (Dean Haglund) was the most confrontational and youngest of the three. He was a big fan of The Ramones, and enjoyed critiquing the scientific inaccuracies of the short-lived sci-fi series Earth 2, and he had a long-running competition with Froheke over who was a better computer hacker. He also had"a philosophical aversion to having his image bounced off a satellite". His nickname was "Ringo". Langly was a D& D player (as "Lord Manhammer") and enjoyed videogames like Quake. In the LGM episode "Octane", it is revealed that Langly is a "32 year old virgin".

Kenneth Soona;

Kenneth Soona aka The Thinker (Bernie Coulson) - an unofficial fourth member, a computer hacker, who succeeded in accessing Majestic 12 files and encrypting them onto a digital tape ("ANASAZI"). The Thinker first appeared in the "ONE BREATH". The Thinker was killed by assassins working for the Cigarette Smoking Man, who eventually re-acquired the tape. He was referred to in "THE BLESSING WAY" as being murdered, but he was not in that episode.

Jimmy Bond

Jimmy Bond (Stephen Snedden) - another "fourth member", who joined the trio in The Lone Gunmen series. Though he shares the bravery and physicality of his namesake, he initially appears to be rich but not very bright, and is fascinated with the trio, who often consider him a nuisance. His saving grace is his boundless optimism, coupled with an idealistic view that the jaded Gunmen wish they still held.

Yves Adele Harlow

Yves Adele Harlow (Zuleikha Robinson) - a femme fatale thief who sometimes works with the Lone Gunmen trio (although sometimes she is their rival). The alias Yves Adele Harlow is an anagram for Lee Harvey Oswald. She plans to star in a biopic about Jean Harlow. The Lone Gunmen are obsessed with John F. Kennedy's assassination (Kennedy and Monroe were having an affair), which was supposedly committed by Lee Harvey Oswald. It was later revealed in the X-Files episode "JUMP THE SHARK" that Yves' real name was Lois Runtz.

Kimmy the Geek

Kimmy the Geek (Jim Fyfe) - an expert hacker and a Star Trek fan who occasionally helps the trio. He is the twin brother of Jimmy the Geek, a character killed by a bus in The X-Files episode "THREE OF A KIND", played by the same actor.

Susanne Modeski

Susanne Modeski (Signy Coleman) - was an employee at the Advanced Weapon Research Centre at Whitestone Army Base in New Mexico in 1989, who assisted in the development of a biological weapon that creates psychotic hallucinations. After she turned against her employers, she enlisted the help of Byers (then an employee of the FCC), Froheke and Langley (then both freelance hackers, selling bootleg cable hardware) in order to uncover the truth. Though she was unsuccessful in bringing her story to the public, and was abducted by the mysterious government operative known as X shortly thereafter, she was unwittingly responsible for the formation of the group as investigative journalists and their first introduction to Mulder. A decade later, Byers (who harbored feelings for Susanne) encountered her in Las Vegas, where he and the others helped her assume a new identity. Modeski appears in the X-Files episodes "UNUSUAL SUSPECTS" and "THREE OF A KIND".
